Convicted felon cannot own handgun or gun with barrel less than 18 inches or overall length less than 26 inches or any weapon of mass death and destruction within 5 yrs. of conviction or termination of sentence, whichever is later; 2. Fugitive from justice; 3. Unlawful user of drugs; 4. Adjudicated incompetent on grounds of mental illness; 5. Illegal aliens
