| Horse Racing/Off-Track Betting | Nonprofit organizations may apply to state racing commission for license to construct or own racetrack facility and conduct horse races. No off-track betting. Parimutuel wagering only. |
| Dog Racing/Off-Track Betting | Nonprofit organizations may apply to state racing commission for license to construct or own racetrack facility and conduct greyhound races. No off-track betting. Pari-mutuel wagering only. |
